Doug Ramsey, alias Cypher, is a Mutant with the intellectual ability to understand all languages, whether written or spoken, on an unconscious level.
Because of his lack of offensive talents, he was regarded as one of the weakest New Mutants. Doug was best friends with the alien Technarch shapeshifter Warlock, with whom he could combine in battle.
Doug was killed in battle while protecting Wolfsbane from the Ani-Mator. During Necrosha, Doug was forced resurrected by the Transmode Virus and quickly returned to the X-Men as a smart tactician.
Everything he sees is interpreted as knowledge, and everything has become his language to him. Doug can read the information flow emitted by technical components.
Professor X used Cypher to speak with the sentient island of Krakoa when he sought to construct the mutant island republic of Krakoa. On Krakoa, he constructed an interface system to allow mutants to live there.
He was also a member of the Krakoan supreme government’s Quiet Council.
